Report Methodology

A few final facts about the 2007 Report:

EDSA award amounts include the administrative fee (up to 10% of the award amount) to cities/counties/COGs to cover administrative costs associated with the grant. EDSA awards are grants to a city or county on behalf of a business. The City or County enters into a loan agreement with the business.

To avoid double counting of jobs, when reporting by Project we select one set of contract numbers as the lead funding source. If a Project receives a direct financial assistance award and a tax credit award, the direct financial assistance numbers are used as the lead numbers for reporting purposes. It two direct financial assistance programs are involved, the program with the higher Qualifying Wage Threshold is the lead set of numbers.
